VISA SCREEN
One of the main requirements of immigration is a credentialing process called Visa Screen Certification.  Very simply put it is a requirement of US immigration law to prove that applicable healthcare professionals meet minimum eligibility standards related to licensure, education and English proficiency.
The Visa Screen Certificate is obtained from the International Commission on Healthcare Professionals (ICHP), a division of CGFNS. When you attend the Embassy Interview for your immigrant visa "green card" at the US Consulate you will need to present a copy of the Visa Screen Certificate to the consulate officer.
The Visa Screen can take four months or longer to obtain, so the sooner this process is started, the better.
You will need to complete the application form, send the ‘Request for Validation of Registration’ form to all regulatory bodies where you have ever held a nursing license and send the ‘Request for Academic Records’ to every nursing school you have attended.  It is a good idea to follow up with your nursing board and nursing schools to make sure they have received your form and have sent it to ICHP/CGFNS.

ENGLISH PROFICIENCY
As a foreign educated nurse you must demonstrate you are able to communicate effectively in English to American standards.  This is a requirement of ICHP and you will not receive your Visa Screen Certificate, and therefore your Green card without meeting this requirement.

For an applicant to be exempt from the English proficiency requirement, he or she must meet ALL of the following criteria:

1) Country of nursing education was in United Kingdom, Australia, Canada except Quebec, United States, South Africa, New Zealand, Ireland, Trinidad/Tobago, Jamaica or Barbados.
2) Language of instruction and language of texts was English.
If you do not meet ALL of these criteria, you must take an English proficiency examination.

The most convenient options for nurses residing outside the USA are listed below.  Please choose from option 1 (TOEFL & TSE) oroption 2 (IELTS) to fulfil your English language requirement.

Option 1 - TOEFL & TSE
You must pass the Test of English as a foreign language (TOEFL) & Test of Written English (TWE) with a TOEFL score of at least 540 (207 computerized) and TWE score of at least 4.0  
And
Test of Spoken English (TSE) with a score of at least 50. These exams are administered by the Educational Testing Service (ETS).

Option 2 – IELTS (we recommend this unless we specifically request TOEFL) You must pass the International English Language Testing System (IELTS), (Academic Module ONLY): with an overall score of at least 6.5 and a Spoken Band of at least 7.0.
This exam is administered by Cambridge ESOL Examinations, the British Council and IDP Education Australia.  Please visit www.IELTS.org to find a list of IELTS testing centres. Follow the application instructions given by your local testing centre.
